President’s Message

Dear EFN Members and Colleagues,


As you can see from this update, we are facing a lot of challenges this autumn.

 

The EU Health policy Strategy 2008-2013 has been adopted. The new Treaty will be signed in December and a new Health directive will be published late November.

 

I am convinced that EFN can take up these challenges and work with them in a pro active way.

 

Health policy is under constant change and for the next couple of years this change will happen even more rapidly. We, as professional organisations, have to be in the forefront of this development. I believe that we in a joint effort will influence the development of European health and healthcare and that we make the European nurses’ voice being heard. My participation as observer in the EFNNMA meeting in Copenhagen in the end of October convinces me that we can achieve that.

Healthcare Associated Infections (HCAIs) event

The EFN General Secretary and EFN members’ representatives from France, Portugal, Germany, and Poland, participated in the successful meeting on Healthcare Associated Infections (HCAIs), organised by Health First Europe, in the European Parliament, on 17 October 2007. The objective of this event was to explore the existing best practice in the EU Member States and to determine the actions to be taken by all the EU stakeholders involved. EFN members took this opportunity to share their experiences in tackling HCAIs with the EU healthcare decision-makers, and the EU Stakeholders present in the meeting.

EFNNMA 11th Annual meeting

The EFN General Secretary and the EFN President participated in the 11th annual meeting of the European Forum of National Nursing and Midwifery Associations (EFNNMA) that took place in Copenhagen, on 29-30 October 2007. The meeting was divided into two parts: the first one concerned the business issues of the Forum, including the elections of honorary officers to the Steering Committee - Ms Madeline Spiers, from the Irish Nurses Organisation (Ireland) has been elected as Chair of the Forum and Ms Frances Day-Stirk, from the Royal College of Midwives (UK) has been elected as Vice-Chair -, and the second part concentrated on the Nursing and Midwifery input to and impact on outcomes for Health Systems with reference to the WHO European Ministerial Conference on Health Systems: “Health Systems, Health and Wealth”, to be held in June 2008. Furthermore, important topics such as: human resources for health, models for health systems and clinical development recommendations, were discussed.

News from the EU

 

EU Health Policy Strategy 2008-2013

The European Commission adopted, on 23 October 2007, a new Health Strategy called “Together for Health: A Strategic Approach for the EU 2008-2013”, with the objective of improving citizens’ health security, to promote health, and to generate and disseminate health information and knowledge. This second Programme of Community Action in the Field of Health 2008-2013 will come into force on 1st January 2008.

“Identifying DG Sanco Future Challenges - 2009-2014”

The European Commission DG Sanco published a new consultation paper on its “Future Challenges - 2009-2014”. This paper is providing a “draft vision” of the main challenges that DG SANCO will be facing in the coming years. Built on the views of many DG SANCO officials and on the input of external experts, the paper is now being circulated in order to develop a common understanding of DG SANCO's vision, and bring added value to the overall reflection on the future within the Commission. The deadline to provide your contributions to this consultation is end of December 2007. The EFN will provide input to this consultation process.

“Addressing the Challenges of Cross-Border Health Care”

European Commissioner for Health and Consumer Protection, Markos Kyprianou, speech “Addressing the Challenges of Cross-Border Health Care”, addressed to the 10th European Health Forum Gastein on “Health Services”. On 8 October 2007, the Portuguese nurses regulatory body ‘Ordem dos enfermeiros’, member of EFN, hosted the Healthcare Professionals Crossing Borders (HPCB) meeting, where the collaboration of the EU health professionals regulators was discussed, and an agreement for cooperation, transparency of information about the registration status of health professionals, and the development of best practice for measurement of performance and competence of healthcare professionals was reached.
